If you have a Gsync monitor your options are not limited to 60/30 fps gaming and you can cap fps at any number you like since your monitor can have any refresh rate you want (30-144). Please note that if you won't activate 1/2 refresh rate vsync and instead will use regular vsync then your game will run super fast. This will cap game fps and will eliminate stuttering. If you are gettings sub 60 fps all the time and can stand 30 fps gaming then you should add "iFPSClamp=30" to Skyrim.ini and activate 1/2 refresh rate vsync in GPU drivers. So take that into account and try to lower some settings to achieve 60 fps everywhere if you want a stutter free game. However if your fps will occasionally drop below 60 fps it will run in slow motion. If you can achieve 60 fps everywhere it will completely eliminate stuttering. To fix stuttering go to Skyrim.ini file, open it with notepad and add "iFPSClamp=60" under "" tab without quotes. The good news is your pc is fine and stuttering is easy to fix (now) because the game engine is very old and game tweaks and fixes are well known amongst TES/Fallout fans. Since you might be new to Skyrim or Bethesda games, once you'll launch Skyrim Special Edition you'll be wondering what's wrong with your pc and how to fix stuttering (Frame skipping which looks like game hiccups for a split second every now and then).
